Obtaining Vital Records

 

Obtaining Birth, Marriage, Civil Union, Domestic Partnership or Death Certificates

 

Birth, Marriage, Civil Union, Domestic Partnership or Death Certificates are available from the Fairview Department of Health if any of the above mentioned events occurred in Fairview.
A State or local Registrar may issue a certified copy of a vital record only to persons who establish themselves as the subject of the vital record, the subject's parent, legal guardian or legal representative, spouse, child, grandchild or sibling, if of legal age, to a State or federal agency for official purposes, pursuant to court order or under other emergent circumstances as determined by the Commissioner.

 

Fees

The cost of all vital records is $15 per copy.

Payable by check or money order.

·         Mail requests are also accepted (money order or check payments only). 

·          Two forms of I.D. are required for mail requests. Required information is the type of certificate being requested, full name of the person(s) on the certificate, the date of the event (birth, marriage or death). 

·         Father's name and Mother's maiden name are required for birth certificates.

 

Acceptable Forms of Identification

·         A valid photo driver's license or photo non-driver's license.

OR

·         A valid driver's license without photo and an alternate form of ID with current address.

OR

Requirements

·         Be at least 18 years of age.

 

Marriage Licenses are available to qualifying applicants of all gender compositions including applicants seeking licenses for same-gender or “same-sex” marriages and nonbinary applicants. 

 

Where to Apply

·         The Marriage/Civil Union License Application is to be made in the Borough in which either party resides.

·         Appointment required with registrar before applying

 

Required Documents when Applying for Marriage/Civil Union License

·         Proof of Identity such as Drivers’ License, Passport or State/Federal ID

·         Proof of Residency

·         Social Security Number

·         Witness, 18 years of age or older

·         *$28.00 Application Fee is now being waived for marriage license applications, effective July 1, 2022 through June 30, 2023*Acceptable forms of payment are cash (exact amount only) or check or money order made to the Borough of Fairview.

 

After You Apply

·         There is a 72-hour waiting period before the license is issued. There is no 72 hour waiting period for remarriage/reaffirmation of civil union, however you must bring a certified copy of existing marriage/civil union certificate.

·         Certified copies can be obtained at the Borough of Fairview if event took place in the town.

·         The marriage/civil union license application is valid for 6 months from date accepted, unless registrar has given prior approval to extend; maximum is one year

·         Once license is issued, it is valid for 30 days from the date of issuance.

Building Department

Building Department Responsibilities

The Building Department is located on the 3rd floor of Borough Hall. The Department handles the following information:

  • Issuance of building permits & certificates of occupancy are issued.
  • Complaints from all multiple dwelling and commercial buildings
  • Applications for the Planning Board & Zoning Board of Adjustment are accepted & reviewed

Functions of the Building Department

  • Answer all Zoning Questions
  • Collect Escrow Payments from Builders for all Board Applications and pay professionals for their review and reports for each application.
  • Handle Property Maintenance Complaints for all multiple dwelling buildings & commercial buildings.
  • Issue Building Permits for New Construction of Buildings and renovation of existing buildings
  • Issue Certificate of Continued Occupancy on the resale of buildings, condos, and co-op units & rental of condos & co-ops
  • Issue certificates of occupancy on all new construction
  • Schedule inspections for all inspectors

Tax Collector

The Tax Collector’s Office is responsible for the collection of property taxes and sewer payments. All Borough receipts are centralized through the Tax Collector’s Office for depositing and reconciliation.

 

The Office of the Tax Collector is open Monday through Friday between 8:30 AM to 4:30 PM. There is also late night hours the first Monday evening of each quarter from 4:30 PM to 7:00 PM.

 

Tax Payments

Tax payments are due February 1, May 1, August 1 and November 1 of each year. There is a 10-calendar-day grace period; interest is calculated at 8% on the first $1,500 and 18% thereafter. No discounts are allowed for prepayments.

 

Fees Charged by Ordinance: Bounced or Protested Checks $20.00, Redemption Statement Fee $50.00 ea. after the 2nd request for same parcel, Duplicate Tax Bills $5.00 each

Senior Freeze (Property Tax Reimbursement)

The Senior Freeze Program reimburses eligible senior citizens and disabled persons for property tax or mobile home park site fee increases on their principal residence (main home). To qualify, you must meet all the eligibility requirements for each year from the base year through the application year.

 

Eligibility requirements, including income limits, and benefits available for all property tax relief programs are subject to change by the State Budget.

-          2023 Applications

o   The NJ Division of Taxation began mailing Seniorn Freeze Applications on February 12, 2024. If you do not receive your booklet by late March, please contact the Division of Taxation.

o   First-time filers or those who must reestablish a base year may print the PTR-1 application and/or instructions.

-          2023 Filing Deadline

o   The deadline for 2023 Application is October 31, 2024

-          2023 Payment Schedule

o   The NJ Division of Taxation will begin issuing 2023 Payments to qualified applicants in July. For more information visit here

New Jersey Property Tax Relief Programs

Eligibility

Homeowners, including owners of mobile homes located in mobile home parks, age 65 or older, or receiving Federal Social Security disability benefits, who paid property taxes on their principal residence in New Jersey either directly or through mobile home park site fees.

Applicants must be New Jersey residents for at least 10 years, and lived in the home for which reimbursement is claimed for the last 3 years, and must meet certain income limits. Applicants must meet all requirements for both base year (year applicant first became eligible) and reimbursement year.

-          What is the benefit: Reimbursement of the difference between the amount of property taxes paid for the base year and the amount paid for the reimbursement year

-          When to apply: By June 15

-          Payment date: To be mailed on or about July 15

Property Tax Deduction/Credit

Eligibility 

Homeowners and tenants who paid property taxes on their principal residence in New Jersey either directly or through rent during the year.

Details

o    What is the benefit? Either: 

o    Deduction from taxable income of the total amount of property taxes paid on principal residence (for tenants, 18% of rent) or $10,000, whichever is less

o    $50 refundable credit

o    How to apply: File Form NJ-1040 (or Form HR-1040 if not required to file an income tax return)

o    When to apply: By April 15 (or extended due date for filing Form NJ-1040)

o    Payment date: NJ-1040 filers: Deduction reduces amount of taxable income (credit reduces amount of tax due) on New Jersey income tax return

For those 65 or older or disabled and not required to file Form NJ-1040: Credit is paid with Homestead Rebate on July 31 provided Form HR-1040 is filed.

Schedule

Regular Sessions are held on Wednesday night via zoom. Special Sessions are scheduled periodically.

Payments

For tickets not checked, a court appearance is required. Payment is due by the date listed upon the bottom of the ticket. That date is NOT your court date. You must call the Municipal Court to the date listed upon the bottom of the ticket to obtain a Court Date. Tickets checked court appearance required must appear in court on the date listed on your ticket. Also no payments can be made without coming to court.
